This is a general Practical Completion Inspection check-list I have, which will be updated as I change it to suit our plan. Never the less, it is a great guide for anyone needing some idea what to check and look out for before hand over.
I would also recommend to get a private/independent site inspector involved for the PCI, as they know what to look out for, not just for PCI but during different stages of construction.
1. Portico and under balcony
Paint ok?

2. Foyer/Hallway
